Other Financial Aid Awarded by University Colleges, Offices, and Departments

As a reminder from the Office of Financial Aid and Scholarships, all WSU Foundation scholarships and fellowships (including end of year monetary awards) should be processed through the Scholarship Universe portal. This portal is the most efficient method to ensure that student recipients meet all fund guidelines and requirements.

The Other Financial Assistance web page is designed to assist with questions that may arise when your college, office, or department wants to award a student a scholarship, gift, prize, award, etc. outside of standard protocols. Exceptions may occur for a variety of different reasons, this compliance reminder is to assist authorizing agents to stay within the financial assistance policies set in place for these one-off, non-reoccurring awards.

About the Cost of Attendance

Each award year, the Office of Financial Aid and Scholarships develops Cost of Attendance budgets to reflect anticipated costs a student might reasonably expect to incur as part of their enrollment in higher education. The general outline for this Cost of Attendance budget is provided by the Higher Education Act of 1965, as amended, and is regulated by the U.S. Department of Education. Since 性色视频 receives Title IV funding, such as the Federal Pell Grant and Federal Direct Loans, we are required to follow the Department鈥檚 guidelines for creating the cost of attendance budget and only offering students financial assistance that stays within that budget, with very few exceptions.

Students are assigned a budget based on a wide set of criteria, such as the student鈥檚 enrollment status, residency status, and degree level. The Cost of Attendance budget components consist of items a student would reasonably expect to incur due to enrollment in higher education, and includes categories such as:

tuition & fees
food & housing
books, supplies, and equipment
personal expenses
transportation

Students may only receive financial assistance, in most cases, up to their designated budget, with few exceptions. On a case-by-case basis, our office may adjust the budget for an individual student if the student can demonstrate higher costs for a certain period and can demonstrate those higher costs are related to their program of study. In these cases, the Office of Financial Aid and Scholarships may decide to increase a student鈥檚 budget for the award year and the student therefore becomes potentially eligible for additional aid.

What to Do: Contact Financial Aid and Scholarships in Advance of Awards

We strongly encourage all departments planning to award any student with a scholarship, gift, bonus, etc. that falls outside the regular scholarship process through Scholarship Universe to contact the Office of Financial Aid and Scholarships beforehand, to ensure the student鈥檚 other aid will not be impacted by any additional award(s). This process helps to ensure consistency for all students and in turn maintain compliance with federal regulations.

Sample Scenarios

Below are a few examples our office has compiled to help you determine a best practice for your department when providing students with awards outside of the normal scholarship process.

Our department wishes to purchase a textbook and/or software for an individual student who needs it for a class that is part of the student鈥檚 program of study. My department plans to pay the University bookstore directly for the textbook and software. Do I need to report this to the Office of Financial Aid and Scholarships?

Yes, if your college, office, or department is paying for or reimbursing a student, whether directly or indirectly, for any cost already built into their cost of attendance that is associated or required for their enrollment in a program of study, then the federal regulations require that we take this into consideration as Other Financial Assistance for the student. This would be applicable even if you are paying the University bookstore, or any other vendor, directly.
If you are purchasing the textbooks and/or supplies for an entire group of students and you keep a record of which students receive these materials, then you would also need to notify the Office of Financial Aid.
If there is no cost associated with the textbooks, software, or supplies 鈥� such as a temporarily loan or checkout of a textbook 鈥� then that would not need to be reported.

I want to send a student on a trip to a conference, but they don鈥檛 have money for the airfare. My department will pay for the airfare for the student to attend. What should I do?

If the conference is a required part of that particular student鈥檚 degree program and will be an extra cost for that particular student, please contact the Office of Financial Aid and Scholarships. We may be able to make an exception to increase the student鈥檚 Cost of Attendance budget to account for the airfare cost for the trip, since it is a required part of the student鈥檚 program. Your department may post the award like you would any other departmental scholarship.
If the conference is not a required part of the student鈥檚 program and you are only wanting to reimburse the student for the cost of the airfare, then we encourage you to work with Accounts Payable/Financial Operations on how to reimburse the student (collecting receipts, etc.). Since the conference is not a required part of the student鈥檚 degree program, the student鈥檚 Cost of Attendance cannot be adjusted to account for the airfare costs and the award will not be treated as a scholarship.

Our department sometimes gives out small prizes or gifts for our students. Does the Office of Financial Aid and Scholarships need to be made aware of which students receive these prizes/gifts and the dollar value of the prize or gift?

Yes, if your department tracks which students receive these gifts or prizes, and the dollar amounts, then you should contact the Office of Financial Aid and Scholarships. If your department does not keep a record of which students receive the gifts or prizes, then there is nothing you need to report.

Our department sometimes gives out small prizes or gifts for our students as part of graduation and these prizes/gifts are given after the student has graduated. Does the Office of Financial Aid and Scholarships need to be made aware of which students receive these prizes/gifts and the dollar value of the prize or gift?

Yes, if your department tracks which students receive these gifts or prizes, and the dollar amounts, then you should contact the Office of Financial Aid and Scholarships, even if these gifts/prizes are given after the student has graduated 鈥� the U.S. Department of Education鈥檚 reasoning for this is because the gift/prize is given specifically because of a student鈥檚 enrollment in a degree program. However, as in the prior scenario, if your department does not keep a record of which students receive the gifts or prizes, then there is nothing you need to report.

Two students spent ten extra hours last week helping our department clean out some old cabinets, and I would like to give them a bonus for their help with departmental funds. What should I do?

If you wish to provide the students with an academic/departmental scholarship, please follow your department鈥檚 regular guidelines for awarding academic/departmental scholarships, which would ultimately include notifying the Office of Financial Aid and Scholarships.
If you are treating the students as student employees and wish to reimburse them for time worked, then please follow your department鈥檚 usual practices for hiring and paying student assistants.
